MINUTES OF THE MEETING OF THE
Mayor Moreno called the meeting to order and directed City Clerk Arletta D. Holmes, to call the roll. The following Aldermen were present: Helen Heiland, Luis Puentes, Luis Moreno, Carol Doose, Rick Meredith, Gary Kelley and Crotis Teague. 7:52p.m.
Enterprise Zone Expansion - Milan (Steve Verdick)
The Village of Milan is requesting a change of the Illinois Quad City Enterprise Zone Boundaries. On July 7, 2003 a public hearing was conducted in the Village Board Chambers, to answer questions of what the new boundaries are as proposed and a finding made that the public notice was given in at least one newspaper of general circulation within the zone area, not more than 20 days nor less than 5 days before hearing.
The Village of Milan has a project entailing approximately $1.8 Million of investment (new building/land purchase). This project, Strategic Enterprise, Inc. has job retention of forty-nine (49), and adds approximately .0104 square miles or 6.694 acres to the present Enterprise Zone. The proposed territory is located at 1920 First Avenue in the Village of Milan also know as Black Hawk Township parcel numbers 15 and 15-B.
This development by creating new employment will benefit the Illinois Quad Cities Area.
The maximum size that the Illinois Quad City Enterprise Zone can reach is fifteen (15) square miles. Taking this project into consideration the Enterprise Zone will have approximately 6.9715 square miles remaining.
Recommendation: In the spirit of cooperation, approve the addition of territory to the Illinois Quad City Enterprise Zone and instruct City Staff and City Attorney to draft a Resolution amending the Enterprise Zone Intergovernmental Agreement, to draft a revised Enterprise Zone intergovernmental Agreement, and to draft an Ordinance amending Ordinance 88-22 establishing the original Illinois Quad City Enterprise Zone. Budget Impact: None.
A motion was made by Alderman Teague, seconded by Alderman Moreno, to concur with the recommendation as presented. Upon voice vote all those in attendance voted in favor. Motion carried.
Fun Fest Request (Steve Verdick)
The East Moline Main Street Association is requesting permission to hold it's Downtown Fun Fest on August 15th - 16th and that the following Street be closed (see attached letter). The Fun Fest Committee is requesting that the City of East Moline co-sponsor the event with East Moline Main Street Association. Since this is the Centennial Anniversary of the City, we would like the Council to authorize a contribution to help offset some event expenses and assistance from the Fire, Police, and Maintenance Service Department.
Recommendation: Approve the request. Budget Impact: $500.00 budgeted in Recreation and Culture Fund. Possible small amount of overtime in some departments.
A motion was made by Alderman Meredith, seconded by Alderman Teague, to concur with the request as presented. Upon voice vote all those in attendance voted in favor. Motion carried. IMRF Election (Jim Hughes)
At this time employees and the City pays our respective IMRF rates on the gross amount of our salaries. The expenses that we elect to place in our "Cafeteria Plan" are subject to the IMRF rates. IMRF is requesting a new election to determine how we want to handle the amounts that are placed in the employees "Cafeteria Plan". The City and employees would save some cost on this deduction being taken before the IMRF assessment. This would have a negative on our employees who are within four (4) years of retirement. If we elect to deduct the "Cafeteria Plan" first, this would reduce their monthly pension.
Recommendation: Assess the IMRF rate on the gross amount of the salary.
Budget Impact: At an IMRF rate of 2% this would cost the City of East Moline approximately $1,560.00.
A motion was made by Alderman Puentes, seconded by Alderman Kelley to concur with the recommendation as presented. Upon voice vote all those in attendance voted in favor. Motion carried.
Alderman Moreno asked if we had a map with the location of the frogs, as he has received a lot of calls requesting this information, also could it be put on the web page. Mayor Moreno directed Mr. Van Raes to follow-up on this as he is on the Centennial Committee.
