MINUTES OF THE MEETING OF THE
MAYOR AND THE COMMITTEE-OF-THE-WHOLE
OF THE CITY OF EAST MOLINE, ILLINOIS
JULY 3, 2006
Mayor Thodos called the meeting to order and directed Deputy City Clerk Richard Van Raes, to call the roll. The following Aldermen were present: Helen Heiland, Luis Puentes, Luis Moreno, Carol Doose, Rick Meredith, and Gary Westbrook. Absent: Alderman Kelley 6:50p.m.
TRUCK BIDS (Mr. Willemarck)
The Maintenance Services Department received competitive bids for five (5) vehicles. These vehicles are for the 2006/2007 fiscal years. City Attorney Phares recommends that each bid be covered under a separate motion. Listed below are the bid results:
A motion was made by Alderman Moreno, seconded by Alderman Puentes, to concur with the request for one 25 Cubic Yard Rear Load Refuse Truck from Hawkeye International for the total of $92,500 (after recommended trade in). Upon roll call the following voted in favor: Heiland, Puentes, Moreno, Doose, Meredith, and Westbrook. Motion carried.
A motion was made by Alderman Doose, seconded by Alderman Westbrook, to concur with the request for Two (2) Large Dump Trucks with Snow Plow and Salt Spreader from Truck Country Sterling (Model L 7500 Monroe) for a total of $146,344 (after recommended trade in). Upon roll call the following voted in favor: Heiland, Puentes, Moreno, Doose, Meredith, and Westbrook. Motion carried.
A motion was made by Alderman Meredith, seconded by Alderman Moreno, to purchase Two (2) Medium Duty (F550/Monroe) Dump Trucks-Diesel with Snow Plow and Salt Spreader from Reynolds Ford for a total of $41,720 (with recommended trade in). Upon roll call the following voted in favor: Heiland, Puentes, Moreno, Doose, Meredith, and Westbrook. Motion carried.
BAILE DE SOL FIESTA REQUEST (Chief Moreno)
Ignacio Gonzalez, owner of Los Cuates, is a sponsor for the Baile De Sol Fiesta on July 29, 2006. The proceeds from this event will go to benefit the AMVETS and East Moline Parks.
Mr. Gonzalez has filed the paperwork for special event. He has been advised that he will need to hire two (2) Police Officers for this event. Since the event is a benefit and a portion of the proceeds will be donated to East Moline Parks, Mr. Gonzalez is requesting that the City cover the cost of the police officers.
Budget Impact: This is not a budgeted expense and cost of two (2) officers (five hours each at time and a half rate) will be approximately $380.00.
Alderman Doose asks about sponsorship by AMVETS. Alderman Moreno stated that the group had presented their proposal (to donate a portion of the proceeds to the City's Parks) to the Park Board. A lengthy discussion of the request and proposal followed with the major items of concern being the amount of the donation and the policy of sponsoring services (police) at no charge. Also discussed were the hours of operation. Consensus of the discussion was to develop a policy for services.
A motion was made by Alderman Doose, seconded by Alderman Westbrook, to approve the request of providing two East Moline Police Officers at the City's expense for five hours at overtime rate with proceeds to be donated to the East Moline Parks.
Additional discussion: Alderman Westbrook asks about the amount of time the officers will be on duty. Alderman Heiland asks about the amount of donation to the East Moline Parks. Alderman Puentes comments on vendor registration with the Health Department. Further discussion on the amount of donation to the East Moline Parks. Mr. Gonzalez states that twenty percent (20%) of the profits will be donated. Discussion on the amount of donation.
Alderman Westbrook leaves the meeting at 7:15p.m.
Mayor Thodos suggested that the donation be at least $380.00. Mr. Gonzalez agrees and will give a report to the City Council after the event.
Upon roll call the following voted in favor: Puentes, Moreno, Doose, and Meredith.
Opposed: Heiland. Motion carried. 4-1.
"WELCOME TO DOWNTOWN" SIGN (Mr. McNeil / Mr. Van Raes)
The East Moline Main Street organization is proposing to place a "Welcome to Downtown East Moline" sign on a small piece of property owned by the City of East Moline at the intersection of 11th Street and 18th Avenue. Various approvals will be required to move this project forward. The concept and location are presented for discussion at this time.
RECOMMENDATION: Review and comment on project; make adjustments, if any, and return to Committee-of-the-Whole with required agreements.
BUDGET IMPACT: None at this time.
City Planner Richard VanRaes presented an overview of the project. Mr. McNeil presented the request and described the proposed sign. He also indicated that there would be no cost to the City. Discussion on liability and other issues.
No action required at this time. Information and discussion only.
A motion was made by Alderman Doose, seconded by Alderman Moreno, to adjourn the Committee-of-the-Whole meeting. Upon roll call the following voted in favor: Heiland, Puentes, Moreno, Doose, and Meredith. Motion carried. 7:24p.m.
