MINUTES OF THE MEETING OF THE

MAYOR AND THE COMMITTEE-OF-THE-WHOLE

OF THE CITY OF EAST MOLINE, ILLINOIS

JUNE 5, 2006

 

 

ROLL CALL

Mayor Thodos called the meeting to order and directed City Clerk Arletta D. Holmes, to call the roll.  The following Aldermen were present: Helen Heiland, Luis Puentes, Luis Moreno, Carol Doose, Rick Meredith, Gary Kelley, and Gary Westbrook.   7:15p.m. 

 

HANDICAPPED PARKING – 1556 10TH AVENUE  (Capt. DeLaere)

Ruby Dorman, who resides at 1556 10th Avenue, has a medical condition for which her physician has submitted a written request that a designated handicapped parking space be placed in front of her residence.

 

RECOMMENDATION:  To designate a parking space to be Handicapped Parking only in front of 1556 10th Avenue and post a sign and paint the curb blue to indicate a handicap zone.

 

BUDGET IMPACT:  Cost of sign and paint.

 

Alderman Westbrook noted that the resident must realize this is not their personal (Handicapped) parking space.  That anyone that has a handicapped sign can park in that space.  Captain DeLaere stated that Lieutenant Reynolds has advised Ms. Dorman of this..

 

A motion was made by Alderman Kelley, seconded by Alderman Moreno, to concur with the request as presented.  Upon roll call the following voted in favor:  Moreno, Doose, Meredith, Kelley, Westbrook, Heiland, and Moreno.   Motion carried. 

 

PREVAILING WAGE  (Mr. Mayhew)

The State of Illinois has enacted "An Act regulating wages of laborers, mechanics and other workers employed in any public works by the State, County, City and any public body or any political sub-division or by any one under contract for public works" which requires that the City of East Moline, investigate and ascertain the prevailing rate of wages for laborers, mechanics and other workers employed in performing construction of public works for the City of East Moline.

 

RECOMMENDATION:  Adoption of the Illinois Department of Labor prevailing rate of wages for Rock Island County for 2006, for laborers, mechanics, and other workers employed in public works by State, County, City or any public body or any political subdivision, or by anyone under contract for public works coming under the jurisdiction of the City of East Moline. 

 

BUDGET IMPACT:  None.

 

A motion was made by Alderman Puentes, seconded by Alderman Moreno, to concur with the recommendation as presented and direct the City Attorney to draft the appropriate documents.  Upon roll call the following voted in favor:  Moreno, Doose, Meredith, Kelley, Westbrook, Heiland, and Puentes.  Motion carried.

 

ADJOURNMENT

A motion was made by Alderman Kelley, seconded by Alderman Moreno, to adjourn the Committee-of-the-Whole meeting.  Upon roll call the following voted in favor:  Moreno, Doose, Meredith, Kelley, Westbrook, Heiland, and Puentes.   Motion carried.  7:20p.m.
