 MINUTES OF THE MEETING OF THE
MAYOR AND THE COMMITTEE-OF-THE-WHOLE
OF THE CITY OF EAST MOLINE, ILLINOIS

ON 05/17/99

ROLL CALL

Mayor Ward called the meeting to order at 8:45 p.m. The following members of the committee of the Whole were present: Alder people Helen Heiland, John Thodos, Joe Moreno, Carol Doose, Dave Kelley, Gary Kelley, and Crotis Teague. Others in attendance were: City Attorney, William Phares; Finance Director, Jim Hughes; Director of Engineering Services, Bill Lauper; Director of Maintenance Services, Bruce Willemarck; Police Captain Reggie Freeman, Gary Sutton; and City Treasurer, Bill Vyncke. City Administrator, Steve Verdick was on vacation.

PART-TIME WAGE SCALE

Mr Hughes gave a description of the part time pay scale and recommendation on the increase structure. A motion was made by Alderman Moreno and seconded by Alderman Teague, to approve the part time wage scale request and pass on to the full council for consideration. There was a short discussion. Upon roll call the following Alder people voted in favor: Heiland, Thodos, Moreno, Doose, D. Kelley , G. Kelley and Teague. Motion carried.

RECRUITMENT OF HUMAN RESOURCES MANAGER

Mr Hughes gave a brief description and recommendation on the recruitment of Human Resources manger. A Motion was made by Alderman Moreno to concur with the quest of the recruitment of a Human Resources Manager and pass on to the full city council for consideration, and seconded by Alderman Teague. Discussion. Upon roll call the following Alder people voted in favor: Heiland, Thodos, Moreno, Doose, D. Kelley , G. Kelley and Teague. Motion carried.

STAFF APPOINTMENT PROCESS

Mayor Ward gave a description of the Staff appointment process choices. A Motion was made by Alderwoman Heiland and seconded by Alderman Moreno to make the changes of the necessary ordinances. Mayor Ward requested that City Attorney Phares draft an ordinance to make annual staff appointments an indefinite term based on satisfactory annual performance reviews by the City Administrator and/or the Mayor and City Council. Appointments for the Fire Chief and Police Chief are subject to state statute for removal from those positions. There was lengthy discussion. Upon roll call the following Alder people voted in favor: Heiland, Moreno, Doose, D. Kelley , G. Kelley and Teague. Alderman Thodos voted no. Motion carried.

STATE GIFT BAN ACT

City Attorney William Phares explained that the State Gift Ban Act requires passage of an ordinance by each municipality prior to July 1, 1999. A Motion was made by Alderman Moreno seconded by Alderman Thodos, to concur with the request, recommend the city attorney to draft the ordinance as presented and return to the full Council for consideration. Discussion. Upon roll call the following Alder people voted in favor: Heiland, Thodos, Moreno, Doose, D. Kelley , G. Kelley and Teague. Motion carried.

A motion was made by Alderman D. Kelley, seconded by Alderman G. Kelley to adjourn. Upon roll call the following Alder people voted in favor: Heiland, Thodos, Moreno, Doose, D. Kelley , G. Kelley and Teague. Motion carried. 9:15 p.m.
