MINUTES OF THE MEETING OF THE

MAYOR AND THE COMMITTEE-OF-THE-WHOLE

OF THE CITY OF EAST MOLINE, ILLINOIS

MAY 15, 2006

 

 

ROLL CALL

Mayor Thodos called the meeting to order and directed City Clerk Arletta D. Holmes, to call the roll.  The following Aldermen were present: Helen Heiland, Luis Puentes, Luis Moreno, Carol Doose, Rick Meredith, Gary Kelley, and Gary Westbrook.   7:14p.m. 

 

USE OF EPA FUNDS  (Mr. Keehner)

East Moline staff has approached the Village of Carbon Cliff concerning the use of their remaining allocated Illinois EPA Brownfield funding.  Recently, Carbon Cliff completed their Brownfield efforts and now believe their allocated funding is not needed.  Carbon Cliff has contacted East Moline and will consider allowing East Moline the opportunity to use the remainder of their funding to support East Moline Brownfield efforts.  East Moline staff requests authorization to proceed to seek approval from the Village of Carbon Cliff and IEPA to use the remaining funds to further East Moline's Brownfields efforts and to submit the necessary material to complete the proceedings.  Carbon Cliff's remaining funds equal to approximately $185,000.

 

RECOMMENDATION:  Approve request and direct staff to proceed.

 

BUDGET IMPACT:  None.

 

A motion was made by Alderman Doose, seconded by Alderman Kelley, to concur with the request as presented.  Upon roll call the following voted in favor:  Puentes, Moreno, Doose, Meredith, Kelley, Westbrook, and Heiland.   Motion carried. 

 

HEALTH INSURANCE / SALARY  (Mr. Keehner)

Item removed from agenda.

 

REPLACEMENT OF PORTABLE PUMP  (Mr. Piatt)

Portable pumps are used throughout the Waste Water Treatment Plant for different purposes.  One use is to empty tanks to fix and repair.  Other reason is to periodically clean and or take it out of service.  The current pump we have has a modulator component broken.  The pump more than 12 years old and needs to be replaced.  The following two bids have been obtained.

 

            Electric Pump   $5,794                         Zimmer & Francescon    $6,455

 

RECOMMENDATION:  Accept the low bid from Electric Pump for $5,794. 

 

BUDGET IMPACT:  There are funds budgeted in the Equipment Maintenance Account that will cover this expense.

 

A motion was made by Alderman Moreno, seconded by Alderman Kelley, to concur with the request as presented, and award the contract to the low bidder Electric Pump in the amount of $5,794.  Upon roll call the following voted in favor:  Puentes, Moreno, Doose, Meredith, Kelley, Westbrook, and Heiland.  Motion carried.

 

CODE UPDATES  (Mr. Motzer)

Since 2002 Cities and Towns in the surrounding area have used the 2000 International Building Codes for inspection purposes.  In 2002 we adopted the 2000 International Codes.  In order for the Quad Cities to be uniform, the surrounding Cities are now adopting the 2003 International Code.

 

RECOMMENDATION:  Request the City Attorney to draft an ordinance updated our codes from 2000 to 2003.

 

BUDGET IMPACT:  None.

 

A motion was made by Alderman Moreno, seconded by Alderman Doose, to concur with the request as presented.  Upon roll call the following voted in favor:  Puentes, Moreno, Doose, Meredith, Kelley, Westbrook, and Heiland.  Motion carried. 

 

ADJOURNMENT

A motion was made by Alderman Kelley, seconded by Alderman Moreno, to adjourn the Committee-of-the-Whole meeting.  Upon roll call the following voted in favor:  Puentes, Moreno, Doose, Meredith, Kelley, Westbrook, and Heiland.   Motion carried.  7:23p.m.
