MINUTES OF THE MEETING OF THE
MAYOR AND THE COMMITTEE-OF-THE-WHOLE
OF THE CITY OF EAST MOLINE, ILLINOIS

ON 05/06/2002

ROLL CALL

Mayor Moreno called the meeting to order and directed City Clerk Arletta D. Holmes, to call the roll. The following Aldermen were present: Helen Heiland, John Thodos, Luis Moreno, Carol Doose, Rick Meredith, Gary Kelley, and Crotis Teague. 8:00p.m.

Disposition of Real Estate (Phares/Van Raes)

The City of East Moline has completed acquisition of three (3) undeveloped residential sites (see attached location maps). The intent of the City in obtaining the properties is to simulate residential redevelopment. Recommendation: Request bids for the purchase of the properties. It is recommended that the properties be sold as a group and that the purchaser be required to construct a new singlefamily residence on each lot within thirty-six (36) months of purchase. Budget Impact: Immediate small return to Housing Rehabiliation Fund. Long term returns, from three residences using water.

A motion was made by Alderman Thodos, seconded by Alderman Teague, to concur with the request as present. Upon roll call the following voted in favor: Meredith, Kelley, Teague, Heiland, Thodos, Moreno, and Doose. Motion carried.

New Police Officer (Chief Freeman)

Officer James Urquiza, after nine (9) years has tendered his resignation effective May 25, 2002. Recommendation: Hire a replacement for Officer Urquiza by June 14, 2002. The next available class at the Police Training Insititute begins June 17, 2002. Budget Impact: Already budgeted.

A motion was made by Alderman Thodos, seconded by Alderman Kelley, to approve with the request as presented. Upon roll call the following voted in favor: Meredith, Kelley, Teague, Heiland, Thodos, Moreno, and Doose. Motion carried.

Street Patcher Purchase (Bruce Willemarck)

Maintenance Service accepted competitive bids for a Street Patching Machine. The machine will be used for long term patching of potholes Listed below are the results of the bids.

Truck Mounted Street Patcher: Wildcat Roadpatcher $109,970 Rosco RA-300 $114,234

Trailer Mounted Street Patcher: Wildcat $29,940, Rosco RA-2000 34,928, Crafco Jet Air $38,931, Crafco Magnum $42,169, Crafco $46,508, and Dura Patcher $49,500.

Options: Purchase truck or trailer mounted Street Patcher. Recommendation: Purchase Wildcat Truck Mounted Roadpatcher. Budget Impact: $109,970 to come from Vehicle & Equipment Reserve, $72,000 from Street Department year end transfers and $37,970 from Reserves.

A motion was made by Alderman Thodos, seconded by Alderman Kelley, to approve the request as presented. Upon roll call the following voted in favor: Meredith, Kelley, Teague, Heiland, Thodos, Moreno, and Doose. Motion carried.

A motion was made by Alderman Doose, seconded by Alderman Kelley, to adjourn the meeting. Upon roll call the following voted in favor: Doose, Meredith, Kelley, Teague, Heiland, Thodos and Moreno. Motion carried. 7:30p.m.
