MINUTES OF THE MEETING OF THE
MAYOR AND THE COMMITTEE-OF-THE-WHOLE
OF THE CITY OF EAST MOLlNE, ILLINOIS
MAY 3, 2004
Mayor Moreno called the meeting to order and directed City Clerk Arletta D. Holmes, to call the roll. The following Aldermen were present: Helen Heiland, Luis Puentes, Luis Moreno, Carol Doose, Rick Meredith, Gary Kelley and Crotis Teague. 7:40p.m.
Demolition of 1723 10th Avenue (Butch Motzer)
On February 2001 it was observed that the roof had deteriorated to a point that was allowing pigeons and birds to take refuge in the attic space. Again in 2003 more correspondence was sent out with no response as to making needed repairs.
Recommendation: Pass on to City Council for the City Attorney to proceed with an Ordinance to demolish property. Budget Impact: Cost approximately $6,000 - $7,000
A motion was made by Alderman Heiland, seconded by Alderman Kelley, to concur with the recommendation as presented. Upon voice vote all those in attendance voted in favor. Motion carried.
Replacement Officer (Steve Verdick)
Dueto the retirement of Chief Freeman, the Police Department would like to hire a replacement officer effective June 17, 2004. The officer would start their Police training on June 21, 2004.
Recommendation: Hire a Replacement. Budget Impact: None, already budgeted for.
Mr. Verdick informed the City Council he has discussed this item with Capt. Fuller, and would like to suggest that the decision to hire a replacement officer be delayed. Our fiscal year just ended on 4/30/04, revenues in are General Fund were about 125,000 less than what was anticipated for the new fiscal year. We need a good 2 or 3 months into the new fiscal year to see how things are progressing.

Economic Incentive Agreement (Rich Keehner)
City Staff and Representatives of Jewel Food Stores, Inc. have negotiated a Sales Tax Rebate
Agreement concerning the development of the Kennedy Square Shopping Center, regarding the construction of a new Jewel Food Store and certain other amenities.
The City is desirous of having a Jewel/Osco combination grocery/drugs store developed in order to service the City and its residents, and the City anticipates that such a store would increase employment opportunities in our City and significantly increase the City's sales tax base, and stimulate commercial growth in the City. Such construction would not be economically feasible for Jewel at this time without the City's economic assistance. Jewel will receive $720,000 in tax rebates over a six (6) year period.
Recommendation: It is the recommendation of City Staff to approve the negotiated Sales Tax Rebate Agreement and to forward this Agreement to the full City Council
Budget Impact: Reduction of sales tax revenue received by the City.
A motion was made by Alderman Moreno, seconded by Alderman Meredith, to concur with the recommendation as presented. Upon roll call the following voted in favor: Heiland, Puentes, Moreno, Doose, Meredith, Kelley and Teague. Motion carried.
