MINUTES OF THE MEETING OF THE

MAYOR AND THE COMMITTEE-OF-THE-WHOLE

OF THE CITY OF EAST MOLINE, ILLINOIS

MAY 1, 2006

 

 

ROLL CALL

Mayor Thodos called the meeting to order and directed Deputy City Clerk Richard Van Raes, to call the roll.  The following Aldermen were present: Helen Heiland, Luis Moreno, Carol Doose, Rick Meredith, Gary Kelley, and Gary Westbrook.  Absent:  Luis Puentes.  7:46p.m. 

 

BI-STATE MOTORCYCLE AWARENESS RIDE  (Chief Moreno)

This is an annual event to be held May 6, 2006.  In the past East Moline Police Department (EMPD) has provided the manpower to direct traffic for the event.  This is a fundraiser in which the organization donates the money to charity.  This year's event will start at the Rock Island County Fairgrounds and end at West High School in Davenport, Iowa.

 

RECOMMENDATION:  None. 

 

BUDGET IMPACT:  This event will require five (5) officers to be on duty on overtime for a minimum of two hours pay at time and a half.  The cost estimate will be in the area of $400-$600 in salaries.

 

Discussion was held regarding the amount raised for charity, number of riders, number of years that the ride has been held, use of volunteers, other aspects of fundraising, and activities by other communities participating in the event.

 

A motion was made by Alderman Moreno, seconded by Alderman Kelley, to approve the request allowing the Chief of Police to have up to five police officers to support the Bi-State Motorcycle Awareness ride.  This will be for a minimum two hours.  Estimated cost to be $400 to $600.

Upon roll call the following voted in favor:  Heiland, Moreno, Doose, Meredith, Kelley, and Westbrook.    Motion carried. 

 

PARKING FOR LA PRIMAVERA  (Chief Moreno)

Jesus Vargas, owner of La Primavera II Grocery Store/Restaurant is requesting three parking spaces in front of his store, located at 914 15th Avenue, be limited to 15 minute parking.  The purpose is for the convenience of customers in the grocery store.  At this time the parking spaces in front of his store is limited.  As a business owner Mr. Vargas believes these parking spaces would be more convenient for customers and hopefully increase his business.  The 15-minute time limit will only apply to business hours.

 

RECOMMENDATION:  To make three parking places directly in front of La Primavera II 15 minute parking during business hours.

 

BUDGET IMPACT:  Cost of the signs.

 

City Planner Richard Van Raes reported on meetings with Mr. Vargas and background information on the request.

 

Alderman Doose commented on parking in the downtown area and parking in general.

 

Alderman Meredith commented on parking enforcement problems.

 

Tony Banaszek commented on a lack of parking enforcement.  Chief Moreno states that the police could only respond to complaints.  Additional discussion was held.

 

No action was taken on this item.

 

DEPOSITORIES  (Jim Hughes)

For the City of East Moline to deposit City funds in a banking institution they need to be listed in our ordinance of depositories.  I am adding two (2) financial institutions to this list:  American Bank & Trust Co. and I.H. Mississippi Valley Credit Union.

1-25-1:  DEPOSITORIES:    

Metrobank N.A., East Moline, Illinois; First Midwest Bank, East Moline Branch, East Moline, Illinois; Bank of New York, New York, New York; Firstar N.A., Rock Island, Illinois; Deere Harvester Credit Union; the National Bank, East Moline, Illinois, and the Illinois public treasurer's investment pool, Springfield, Illinois, are hereby designated as depositories in which funds and monies of the City in the custody of the treasurer may be kept, and the treasurer shall be discharged from responsibility for all such funds and monies which are deposited therein. (Ordinance 01-14, 5-21-2001).

 

RECOMMENDATION:  Add the two (2) Financial Institutions. 

 

BUDGET IMPACT:  None

 

A motion was made by Alderman Doose, seconded by Alderman Kelley, to direct the City Attorney to draft an ordinance adding American Bank & Trust Co. and I.H. Mississippi Valley Credit Union as qualified City depositories.  Upon roll call the following voted in favor:  Heiland, Moreno, Doose, Meredith, Kelley, and Westbrook.  Motion carried.

 

ADJOURNMENT

A motion was made by Alderman Kelley, seconded by Alderman Moreno, to adjourn the Committee-of-the-Whole meeting.  Upon roll call the following voted in favor:  Heiland, Puentes, Moreno, Doose, Meredith, Kelley, and Westbrook.   Motion carried.  8:05 p.m.
