MINUTES OF THE MEETING OF THE
Mayor Moreno called the meeting to order and directed Deputy City Clerk Kathryn VenHuizen to call the roll. The following Aldermen were present: John Thodos, Luis Moreno, Carol Doose, Rick Meredith, Gary Kelley and Crotis Teague. Absent: Helen Heiland
Music License - Richard VanRaes
Different positions have arisen regarding the appropriateness on the necessity of licensing the music performed at the East Moline Centennial Fireworks Celebration. In as much as the issue involves expenditure of funds and legal standings, The Centennial Committee feels it should bring the issue before the City Council.
In a letter from Judge VandeWiele he expressed two views from the Centennial Committee. One view is that it is an unnecessary expense, it has never been enforced, and may not apply to the City. The other view is the licensing does apply and the financial liability faced by the City could be substantial for non-compliance including payment of the other parties attorney fees. The second opinion is shared by Judge VandeWiele.
City Attorney Bill Phares gave an overview to the Committee and told the Committee that once you are licensed you are locked in indefinitely for the annual licensing fee regardless of events. Mayor Moreno expressed that he was against this licensing at this time. The events that he has organized have never had a problem and feels this is an unnecessary expense at this time.
A motion was made by Alderman Thodos, seconded by Alderman Doose, to table this issue. Upon voice vote all those in attendance voted in favor. Motion carried.
Special Events Ordinance - Kimberly Gradinetti
A few months ago the Mayor asked that we look at ways to better address public health and safety at events held within East Moline. It was decided that the best way to address those issues was to revise the special event ordinance already in place. All affected departments were asked for their input and then given the opportunity to review the revised ordinance before it was sent out to any organizations and businesses that would be affected by the changes.
We recently had a meeting with any interested organizations and businesses that would be affected by the changes to address any questions or concerns they may have had. Only a few concerns were brought up and we revised the ordinance again in an attempt to try and meet their needs and concerns. The final draft that you are receiving was sent out to them with an invitation to come to tonight's Committee of the Whole meeting to discuss any concerns they may have. Members of the Rock Island County Fair Board of Directors have asked to address their concerns at the Committee of the Whole.
Mr. Edmundsen, President of the RI County Fair Board and Mr. Copeland from the Fair Board addressed the council with concerns regarding the revised Ordinance.
A motion was made by Alderman Thodos, seconded by Alderman Kelley, to table this issue to address concerns and bring it back to the Committee of the Whole as soon as possible. Upon voice vote all those in attendance voted in favor.
Sign Fee Schedule - Butch Motzer
In an attempt to streamline our permit application process we want to pull in the subcategory of sign fees under the building fee schedule. This will make for a more cohesive procedure.
A motion was made by Alderman Doose, seconded by Alderman Kelley, to have the City Attorney draft the appropriate documents. Upon voice vote all those in attendance voted in favor.
A motion was made by Alderman Thodos, seconded by Alderman Meredith, to adjourn the meeting. Upon roll call the following voted in favor: Thodos, Moreno, Doose, Meredith, Kelley and Teague. Motion carried.
