MINUTES OF THE MEETING OF THE
MAYOR AND THE COMMITTEE-OF-THE-WHOLE
OF THE CITY OF EAST MOLINE, ILLINOIS
APRIL 17, 2006
Mayor Thodos called the meeting to order and directed City Clerk Arletta D. Holmes, to call the roll. The following Aldermen were present: Helen Heiland, Luis Puentes, Luis Moreno, Carol Doose, Rick Meredith, Gary Kelley, and Gary Westbrook. 6:56p.m.
BILL HEMBREE HEALTH INSURANCE BIDS (Jim Hughes)
The City of East Moline and Rock Island County are requesting joint bids for all aspects of the cost of our health care plans. Bill Hembree from Health Research Institute will prepare the requests for proposal for a cost not to exceed $15,000.
RECOMMENDATION: Accept the bid from Health Research Institute to go out for health insurance bids.
BUDGET IMPACT: $15,000 from the Health Insurance Fund.
Discussion was held as to what the bid package will include and the cost of the study.
A motion was made by Alderman Moreno, seconded by Alderman Kelley, to concur with the recommendation as presented. Upon roll call the following voted in favor: Westbrook, Puentes, Moreno, Doose, Meredith, and Kelley. Opposed: Heiland. Motion carried. 6-1.
DRAINAGE STUDY (Bruce Willemarck)
Brett Fetter and Valerie Chambers from McClure Engineering reported on the status of our Drainage and Levee Systems. A study was performed to evaluate the condition of the drainage and levee system with emphasis on methods of financing the needed improvements. The Army Corps of Engineers has rated the City's levee system as "minimally acceptable" for three years in a row. The City has 6 to 18 months to take action, if the City does not repair the levees it could loose Federal Assistance during floods. 1.8 Million dollars is the projected cost to repair the levee's which would include the following repairs: Removal of trees and growth, Replacement of the majority of storm sewer culverts on Sugar Creek, Gate repairs along the Mississippi River, removing burrowing animals from the levees and Sugar Creek pump station repairs.

RECOMMENDATION: None at this time. BUDGET IMPACT: None at this time.
A lengthy discussion was held on the Illinois Environmental Protection Agency mandates Phase 2 Rules and Regulations, which includes the Quad-Cities Unified Storm Water Control Ordinance.
No action required, informational only.
A motion was made by Alderman Kelley, seconded by Alderman Westbrook, to adjourn the Committee-of-the-Whole meeting. Upon roll call the following voted in favor: Meredith, Kelley, Westbrook, Heiland, Puentes, and Doose. Motion carried. 7:42 p.m.
