MINUTES OF THE MEETING OF THE
MAYOR AND THE COMMITTEE-OF-THE-WHOLE
OF THE CITY OF EAST MOLINE, ILLINOIS

ON 04/15/2002

ROLL CALL

Mayor Moreno called the meeting to order and directed City Clerk Arletta D. Holmes, to call the roll. The following Aldermen were present: Helen Heiland, John Thodos, Luis Moreno, Carol Doose, Rick Meredith, Gary Kelley, and Crotis Teague. 7:15 p.m.

Parking Agreements (Pharse/Johnson EMPD)

Ridgewood Towers, Fox Pointe Apartments, Deerfield Woods Apartments, and Summit Ridge Condominiums have previously entered into an agreement with the City of East Moline for regulation of parking of motor vehicles and traffic, which the agreement has now expired. The owners of these four (4) complexes now wish to renew the agreements. Recommendation: Approve the attached agreements and request the City Attorney to draft a Resolution or Ordinance. Budget Impact: None

A motion was made by Alderman Thodos, seconded by Alderman Moreno, to concur with the request as presented. Upon voice vote all presented voted in favor. Unanimous.

Elected Compensation Discussion (Alderman Thodos)

Discussions reference the compensation Elected Officials are receiving. Alderman Thodos informed the Council that it’s been at least 20 years since the Aldermen have had an increase in their compensation. The compensation should at least cover mileage and phone calls. Alderman Teague stated it is difficult to get citizens to run for office for the compensation Aldermen currently receives. Alderman Doose opposes any increase at this time. Recommendation: Appoint a committee to review the aforementioned subject. Budget Impact: Discussion only. Mayor Moreno appointed an Ad-Hoc Committee, consisting of the following individuals: Alderman Thodos, Finance Director Jim Hughes, and Mr. Ken Pauley resident.

A motion was made by Alderman Thodos, seconded by Alderman Kelley, to concur with the request to form an Ad-Hoc Committee. Upon roll call the following voted in favor: Meredith, Kelley, Teague, Heiland, Thodos, and Moreno. Oppose: Alderman Doose. Motion carried 6-1

ADJOURNMENT

A motion was made by Alderman Doose, seconded by Alderman Kelley, to adjourn the meeting. Upon roll call the following voted in favor: Doose, Meredith, Kelley, Teague, Heiland, Thodos and Moreno. Motion carried. 7:30p.m.
