MINUTES OF THE MEETING OF THE
MAYOR AND THE COMMITTEE-OF-THE-WHOLE
OF THE CITY OF EAST MOLINE, ILLINOIS

ON 03/20/2000

ROLL CALL
Mayor Ward called the meeting to order and directed the City Clerk Bobbi-Sue Huntoon to call the roll. The following Alder People were present: Gary Kelley, Crotis Teague, Helen Heiland, John Thodos, Joe Moreno and Carol Doose. Alderman David Kelley was absent.

CENSUS BUDGET REQUEST (HUGHES)
A large part of City revenues are based on population. Income Taxes, Photo processing Sales Taxes, Replacement Taxes and Motor Fuel Taxes are going to be directly affected by the 2000 Census Count. This revenue amounts to over $2.4 million dollars annually. If we can assist or verify our census numbers it will be money well spent. The more we can receive from the State the less strain there will be on our property tax levy.
The budget impact would be up to $10,000 of unbudgeted income, since April 1, 2000 is Census day approval of Committee of the Whole would be final. There was discussion.

A motion was made by Moreno, seconded by Heiland to concur with the request spend up to $10,000 on the census with the advise and consent of the City Administrator, funds to come from line item reserve fund item. Final tonight. Upon roll call the following Alder People voted in favor: G. Kelley, Teague, Heiland, Thodos, Moreno and Doose. Motion carried.

1997 UNIFORM FIRE CODE (DeFRANCE)
The major changes in the 1997 ed of the Uniform Fire Code are as follows: New requirements that all Fire Sprinkler, Fire Suppression Systems and Fire Alarm System Contractors be subject to the same registration, bonding, and permitting requirements requires of other contractors. Clarification of processes subject to Use Permits. Clarification of Industry Standards. Removes conflicts between the UFC and the Life Safety Code references to NFPA Standards.
Additional Change to Fire Code: Reduces the minimum number of sprinkler heads required for supervision from (100) one-hundred to (20) twenty. The recommendation is to adopt 1997 UFC. The budget impact is $300.00 for new UFC books.

A motion was made by Thodos, seconded by Heiland to direct the City Attorney to draft the necessary changes to the ordinance as requested and pass on to the full council for consideration. Cost to come from line item fire prevention. Upon roll call the following Alder People voted in favor: G. Kelley, Teague, Heiland, Thodos, Moreno and Doose. Motion carried.

SIGN ORDINANCE REVISIONS (DICKEY)
Currently, sign contractors are required to purchase a license at the annual fee of $60.00 and must register with the Inspections department as a registered contractor with an annual fee of $50.00. To be consistent with our general contractor bonding requirements, the Inspection Department is requesting that the licensing fee of $60.00 be deleted from the sign ordinance requirement. This would eliminate the "double fee". No other registered contractor is required to purchase a license in the City of East Moline.

A motion was made by Thodos, seconded by Moreno to direct the City Attorney to draft the necessary changes to the ordinance as requested and bring back to the City Council for consideration. Upon roll call the following Alder People voted in favor: G. Kelley, Teague, Heiland, Thodos, Moreno and Doose. Motion carried.

PERMIT AND BOND REVISIONS (DICKEY)
Presently all trade contractors are required to carry a $10,000 bond; except electrical contractors, they are required by ordinance to maintain $20,000 bond. To remain consistent with other trade contractors the Inspection Department wants to reduce the amount of bond requirements to $10,000. There have also been four new categories added to the contractors that must register with the City, these are as follows: fire alarm companies, fire suppression, fore sprinkler and radon litigation contractors. The recommendation is to adopt the ordinance as presented. Some increase can be anticipated in the budget, because of the 4 new categories of professional contractors that will be required to register in the City.

A motion was made by Thodos , seconded by Moreno to direct the City Attorney to make the necessary changes to the ordinance and bring back to the City Council for consideration. Upon roll call the following Alder People voted in favor: G. Kelley, Teague, Heiland, Thodos, Moreno and Doose. Motion carried.

UTHS BOOSTER CLUB RACE (VERDICK)
The U.T.H.S. Booster Club is requesting permission to conduct its 8th Annual Panther Pant road race on April 29, 2000.

A motion was made by Heiland , seconded by Moreno to concur with the request from The U.T.H.S. Booster Club. Upon voice vote all present voted in favor. Motion carried.

JULY 4TH PARADE (VERDICK)
The 4th of July parade is being coordinated by the Illinois Quad City Chamber of Commerce. They have sent out parade entry forms and would like to get them back as soon as possible. A decision needs to be made concerning if the City will have a parade entry. The budget impact will be a $25.00 entry fee and possible cost for float materials and candy.

A motion was made by Teague, seconded by G. Kelley to concur with the request to enter an East Moline float into the 4th of July parade, Jim Hughes will get the candy, Steve Verdick will register, Helen Heiland is Chairperson, and Crotis Teague is the Co-Chair. Pass on to the full council for consideration. Upon voice vote all present voted in favor. Motion carried.

A motion was made by Teague, seconded by G. Kelley to adjourn, Upon roll call the following Alder People voted in favor: G. Kelley, Teague, Heiland, Thodos, Moreno and Doose. Motion carried.
