MINUTES OF THE MEETING OF THE
MAYOR AND THE COMMITTEE-OF-THE-WHOLE
OF THE CITY OF EAST MOLINE, ILLINOIS

ON 03/03/2003

ROLL CALL

Mayor Moreno called the meeting to order and directed City Clerk Arletta D. Holmes to call the roll. The following Aldermen were present: Helen Heiland, John Thodos, Luis Moreno, Carol Doose, Rick Meredith, Gary Kelley and Crotis Teague. 7:06p.m.

VEHICLE DISPOSAL (Chief Freeman)

A new vehicle has replaced detective car #150, a 1992 Ford Taurus. The car is in need of major repairs. The cost of these repairs is more than the value of the car. VIN IFACP50U3NG26170.

Recommendation: Write and pass a resolution to sell the car on a sealed bid basis. Budget Impact: Very minor revenue.

A motion was made by Alderman Thodos, seconded by Alderman Kelley, to approve the recommendation as presented. Upon roll call the following voted in favor: Meredith, Kelley, Teague, Heiland, Thodos, Moreno and Doose. Motion carried.

PARKING PROHIBITED DURING SNOW REMOVAL (Chief Freeman)

9-3-3: Parking Prohibited During Snow Removal currently states:

(A) Parking in Snow Route: It shall be unlawful for any person to allow a vehicle to remain on any designated snow route or city parking lot within the city following a snowfall occurrence of two inches (2") or more until the snow has been plowed. Each designated snow route will be plainly marked with snow route signs.

Recommendation: Change Ordinance to state: (A) It shall be unlawful for any person to allow a vehicle to remain on any City Street, Avenue, Alley, designated snow route or City Parking Lot within the city following a snowfall occurrence of two (2") or more until the snow has been plowed. Each designated snow route will be plainly marked with snow route signs. Budget Impact: None

A motion was made by Alderman Thodos, seconded by Alderman Moreno, to concur with the recommendation as presented. Upon roll call the following voted in favor: Meredith, Kelley, Teague, Heiland, Thodos, Moreno and Doose. Motion carried.

RAFFLE LICENSE (Hughes/Phares)

The City's raffle ordinance provides for certain dollar limitations on raffles being licensed by the City, which is not required by state statue. It is recommended that the city ordinance be amended to delete the dollar limitation, or increase them substantially to recognize the current level of raffles. The raffle license may only be issued to religious, charitable, labor, business, fraternal, educational or veterans organizations which operate as a not for profit organizations, which have been in existence for at least five (5) years. Recommendation: Pass Ordinance change. Budget Impact: None

A motion was made by Alderman Moreno, seconded by Alderman Kelley, to concur with the recommendation as presented. Upon voice vote all those in attendance voted in favor. Motion carried.

ADJOURNMENT
A motion was made by Alderman Kelley, seconded by Alderman Thodos, to adjourn the meeting. Upon roll call the following voted in favor: Meredith, Kelley, Teague, Heiland, Thodos, Moreno and Doose. Motion carried. 7:15p.m.
