MINUTES OF THE MEETING OF THE
MAYOR AND THE COMMITTEE-OF-THE-WHOLE
OF THE CITY OF EAST MOLlNE ILLINOIS
MARCH 1, 2004
Mayor Moreno called the meeting to order and directed City Clerk Arletta D. Holmes to call the roll. The following Aldermen were present: Helen Heiland, Luis Puentes, Luis Moreno, Carol Doose, Gary Kelley and Crotis Teague. Absent: Alderman Rick Meredith. 7:05p.m.
SALES TAX REFERENDUM UPDATE (Verdick)
On March 16th voters in East Moline will decide whether to approve a one half of one percent sales tax increase that would be used for infrastructure improvements such as streets and sidewalks. A brief power point presentation will be presented.
Recommendation: No action needed, information only. Budget Impact: None
Approval of the sales tax increase would provide about $262,000.
YARD WASTE SUBSCRIPTION PROGRAM (Willemarck)
July 1990, the State of Illinois created another non-funded mandate that yard waste could be landfilled. Before this mandate, refuse workers collected yard waste at the same time as garbage. Now, we must send separate trucks out, with additional workers, to collect yard waste (See Attachment).
1. Increase yard waste sticker cost from $1.25 to $1.50 per sticker per bag.
2. Implement a yard waste subscription program.
Budget Impact: A yard waste sticker increase of 0.25 per sticker should raise revenue approximately $4,000 per year. Implementing a subscription program will reduce mileage on refuse vehicles, reduce fuel consumption, and allow us to use manpower more efficiently.
A motion was made by Alderman Moreno, seconded by Alderman Meredith, to increase the yard waste sticker fee to $1.50 per bag. Upon voice vote all those in attendance voted in favor. Motion carried.
A motion was made by Alderman, seconded by Alderman, to adjourn the meeting. Upon roll call the following voted in favor: Meredith, Kelley, Teague, Heiland, Puentes, Moreno and Doose. Motion carried. 7:35p.m.
