MINUTES OF THE MEETING OF THE

MAYOR AND THE COMMITTEE-OF-THE-WHOLE

OF THE CITY OF EAST MOLINE, ILLINOIS

FEBRUARY 21, 2006

 

 

ROLL CALL

Mayor Thodos called the meeting to order and directed City Clerk Arletta D. Holmes to call the roll.  The following Aldermen were present: Helen Heiland. Luis Puentes, Luis Moreno, Carol Doose, Rick Meredith, Gary Kelley, and Gary Westbrook.  6:56p.m.

 

FIRECRACKER CORNER (Jim Hughes)

Item removed from agenda.

             

DEMOLITION OF 734 20TH STREET  (Butcher Motzer)

Attempting to put a full basement under the property the contractor lost control of the house and it fell off its supports causing considerable structural damage.  Having numerous contacts with the owner they have made no attempt to repair or demolish the structure.

 

Recommendation:  Request the City Attorney to draft a Resolution to start the demolition process.  Budget Impact:  None – we will file against the contractor's bond. 

 

A motion was made by Alderman Kelley, seconded by Alderman Westbrook, to concur with the recommendation as presented.  Upon roll call the following voted in favor:  Doose, Meredith, Kelley, Westbrook, Heiland, Puentes, and Moreno.  Motion carried.   

 

DISCONNECTION OF TERRITORY (Attorney Phares)

A petition to disconnect certain territory from the City of East Moline (Hampton Township Tax Parcel 814) signed by River Stone Group, Inc., the sole record title owner of the property has been filed in the Office of the Rock Island County Clerk.  

 

Recommendation:  This Petition is presented to the City Council with an Ordinance enacting the disconnection of Hampton Township Tax Parcel 814 from the City of East Moline.    Budget Impact:  None

 

A motion was made by Alderman Kelley, seconded by Alderman Meredith, to concur with the recommendation as presented.  Upon roll call the following voted in favor:  Doose, Meredith, Kelley, Westbrook, Heiland, Puentes, and Moreno.  Motion carried. 

 

ADJOURNMENT

A motion was made by Alderman Kelley, seconded by Alderman Westbrook, to adjourn the Committee-of-the-Whole meeting.  Upon roll call the following voted in favor: Doose, Meredith, Kelley, Westbrook, Heiland, Puentes, and Moreno.   Motion carried.  7:05 p.m.
