MINUTES OF THE MEETING OF THE
MAYOR AND THE COMMITTEE-OF-THE-WHOLE
OF THE CITY OF EAST MOLINE, ILLINOIS

ON 02/21/2000


ROLL CALL

Mayor Ward called the meeting to order and directed the City Clerk Bobbi-Sue Huntoon to call the roll. The following Alder People were present:, David Kelley, Gary Kelley, Crotis Teague, John Thodos, Joe Moreno and Carol Doose. Alder Woman Helen Heiland was absent.

"BEER GARDEN" ORDINANCE(ALDER MAN TEAGUE)

A committee consisting of Teague, Sutto, VanRaes and Raymond was appointed by Mayor Ward to develop standards for outdoor liquor sales. The recommendation was to adopt the proposed standards as part of liquor Dealers ordinance. The impact on the budget should be positive because of additional license fees.

A motion was made by Teague, seconded by G. Kelley to request the City Attorney draft the necessary ordinances and amendments to certain sections and bring back to the Full Council for consideration. Upon roll call the following Alder People voted in favor: D. Kelley, G. Kelley, Teague, Thodos, Moreno and Doose. Motion carried 7:07 P.M.

DOWNTOWN SNOW REMOVAL(ALDER WOMAN DOOSE)

A revised suggested addition to the City of East Moline’s snow removal ordinance, which would pertain to the downtown business area was presented. Signs pertaining to the ordinance could be placed in the downtown area if needed.

A motion was made by Doose, seconded by Moreno to request the City Attorney to prepare the necessary ordinances and bring back to the Full Council for consideration. Upon roll call the following Alder People voted in favor: D. Kelley, G. Kelley, Teague, Thodos, Moreno and Doose. Motion carried 7:12 P.M.

TIF CONSULTANT AGREEMENT(HUGHES)

In an effort to be ready for economic development along Illinois Route 5 from the Quad City Downs to the intersection of interstate 88 and 80, we would like to begin the process to determine if the areas along the "I-5" corridor would be TIF eligible, By creating a Tax Increment Financing District along this corridor the City would be able to be reimbursed for infrastructure improvements needed to promote development of this area. The review would determine if the area is eligible for Tax Increment Financing. To form a TIF it takes three phases. The City would only proceed as quickly as the project develops. The cost of the review is as follows: phase 1, fee $9,000, time frame of 6-8 weeks; Phase 2, fee $12,000, time frame of 4-5 weeks; Phase 3, fee $5,000, time frame of 45-60 days. The recommendation is to approve the entire project not to exceed $26,00.

A motion was made by Thodos, seconded by G. Kelley to retain the TIF consulting firm of Trkla, Pettigrew, Payne and Allen to prepare the Preliminary TIF review of proposed development area along Illinois Route 5 from the Quad City Downs to the Interchange of I88 to I80. Upon roll call the following Alder People voted in favor: D. Kelley, G. Kelley, Teague, Thodos, Moreno and Doose. Motion carried

A motion was made by D. Kelley, seconded by G. Kelley to adjourn, Upon roll call the following Alder People voted in favor: D. Kelley, G. Kelley, Teague, Thodos, Moreno and Doose. Motion carried.
