MINUTES OF THE MEETING OF THE

MAYOR AND THE COMMITTEE-OF-THE-WHOLE

OF THE CITY OF EAST MOLlNE ILLINOIS
FEBRUARY 17, 2004

ROLL CALL

Mayor Moreno called the meeting to order and directed City Clerk Arletta D. Holmes to call the roll.  The following Aldermen were present:  Helen Heiland, Luis Puentes, Luis Moreno, Carol Doose, Gary Kelley and Crotis Teague.  Absent:  Alderman Rick Meredith.   7:05p.m. 

 

INTENT TO CREATE A TAX INCREMENT FINANCING DISTRICT (Keehner)

The City of East Moline has received a request from a Developer to support the creation of a Tax Increment Financing District (TIF).  The Developer purposes to redevelop approximately 100 acres located in the I-5 corridor into a residential subdivision containing approximately 115 home sites.  The Developer is planning to create a low density, but unique neighborhood by maintaining as many trees as possible, minimizing grading, and incorporating walking trails into the subdivision plan.

 

The development of infrastructure (sewer, water main, roadway ect.) within the redevelopment project area does not involve City Financing it will be funded by the Developer.

 

Recommendation:  Direct City Staff to develop a Resolution providing for a feasibility study on the designation of an area as a redevelopment project area.

 

Budget Impact: The Developer will reimburse Cost of feasibility study to the City.

 

A motion was made by Alderman Doose, seconded by Alderman Kelley, to concur with the recommendation as presented.  Direct the City Attorney to draft a Resolution providing for a feasibility study for the designation of an area for redevelopment of a project area.

 

ADJOURNMENT

A motion was made by Alderman, seconded by Alderman, to adjourn the meeting.  Upon roll call the following voted in favor:  Doose, Kelley, Teague, Heiland, Puentes and Moreno.  Motion carried.    7:15 p.m.
