MINUTES OF THE MEETING OF THE
MAYOR AND THE COMMITTEE-OF-THE-WHOLE
OF THE CITY OF EAST MOLINE, ILLINOIS

ON 02/07/2000


ROLL CALL

Mayor Ward called the meeting to order and directed the City Clerk Bobbi-Sue Huntoon to call the roll. The following Alder People were present: David Kelley, Gary Kelley, Crotis Teague, Helen Heiland, John Thodos, Joe Moreno and Carol Doose. There were no Alder people absent.

SNOW ROUTES (ALDER WOMAN DOOSE)

Alder Woman Doose discussed the City’s current policy regarding the removal of parked vehicles during heavy snowfalls, and investigate the possible need to establish a more formal policy that designates snow routes in certain area. The current policy is 9-3-3. There were 15 minutes of discussion.

A motion was made by Moreno, seconded by Doose to direct staff to work on a resolution specifying specifically the downtown area of 15th Ave as a snow route and bring it back to the Committee of the Whole in 2 weeks. Upon voice vote all present voted in favor. Motion carried.

PAINT MACHINE BIDS (WILLEMARCK)

The Maintenance Services Department, Street Division received competitive bids for a Street Marking Paint Machine. East Moline’s current stripperis over 15 years old and constantly on downtime. The State does not allow rubber base paint to be used any more. We must now use water-based paint. The Cities current stripper will not spray water- based paint. The recommendation is to purchase Street Marking Paint Stripper from low bidder, Sherwin-Williams Company of Moline, IL for $5,147.03.

A motion was made by D. Kelley, seconded by G. Kelley to purchase Street Marking Paint Stripper from low bidder, Sherwin-Williams Company of Moline, IL for $5,147.03, to come from Street and Bridge line item Equipment 03.6.0513.000.00., pass on to the full council for consideration.Upon roll call the following Alder People voted in favor: D. Kelley, G. Kelley, Teague, Heiland, Thodos, Moreno and Doose. Motion carried.

HYDRANT/VALVE BIDS (WILLEMARCK)

The Maintenance Services Department, Water Distribution Division received competitive bids for fire hydrants, valves and accessories. These materials are to restock inventory. The recommendation is to purchase fire hydrants, valves and accessories from low bidder, Utility Equipment of Bettendorf, IA for a cost of $5,277.67. Budgeted under Water Distribution line item Hydrants and Valves 30.6.0531.000.00.

A motion was made by D. Kelley, seconded by Doose to accept the low bid from Utility Equipment of Bettendorf, IA for a cost of $5,277.67. Budgeted under Water Distribution line item Hydrants and Valves 30.6.0531.000.00., pass on to the full council for consideration. Upon roll call the following Alder People voted in favor: D. Kelley, G. Kelley, Teague, Heiland, Thodos, Moreno and Doose. Motion carried.

A motion was made by Teague, seconded by G. Kelley to adjourn. Upon roll call the following Alder People voted in favor: D. Kelley, G. Kelley, Teague, Heiland, Thodos, Moreno and Doose. Motion carried.
