MINUTES OF THE MEETING OF THE
MAYOR AND THE COMMITTEE-OF-THE-WHOLE
OF THE CITY OF EAST MOLINE, ILLINOIS

ON 02/04/2002

ROLL CALL

Mayor Moreno called the meeting to order and directed City Clerk Arletta D. Holmes, to call the roll. The following Aldermen were present: Helen Heiland, John Thodos, Luis Moreno, Carol Doose, Rick Meredith, Gary Kelley, and Crotis Teague. 7:05p.m.

Ride the River (Richard Van Raes)

“Ride the River” is an annual event created by River Action Inc. The bicycle ride is held each year on Fathers Day and involves various bicycle trails and streets throughout the Quad Cities. Because part of the ride is held on State Route 84 within the City of East Moline, the Illinois Department of Transportation (IDOT) requires the City to pass a resolution supporting the event and the proposed temporary closure of part of Route 84. Recommendation: Approve the request and resolution and forward to the Illinois Department of Transportation. Request the City Attorney to review drafted resolution for City Council approval. Budget Impact: None.

A motion was made by Alderman Thodos, seconded by Alderman Kelley, to concur with the request as presented. Upon roll call the following voted in favor: Kelley, Teague, Heiland, Thodos, Moreno, Doose, and Meredith. Motion carried.

Foremost Site Demolition (Gary Gryp/Jim Hughes)

We are asking for permission to go out for competitive bids to demolish the building, prepare the site for future development, cap two wells and remove any hazardous materials. Demolition of buildings in a TIF District, qualify as TIF reimbursable expense. The demolition expenses should be charged to the Riverfront TIF for future reimbursement. This expense was not budgeted in the Riverfront bonds that were issued. In future years we may have to reimburse the Riverfront TIF fund for future bond payments. Recommendation: Approve the request to seek competitive bids. Budget Impact: Approximately $80,000 to be paid out of the Riverfront TIF Fund, with possible future reimbursement from Demolition Fund.

A motion was made by Alderman Thodos, seconded by Alderman Kelley, to concur with the request as presented. Upon roll call the following voted in favor: Kelley, Teague, Heiland, Thodos, Moreno, Doose, and Meredith. Motion carried.

Weed Ordinance Revisions (Butch Motzer)

Current weed ordinance is vague in some areas. City Council asked the Inspection Department to revise the ordinance to make it more effective and easier to enforce. These changes will allow a more feasible, manageable record keeping system and billing sequence method. Recommendation: Pass on to Council for approval. Budget Impact: None

A motion was made by Alderman Thodos, seconded by Alderman Heiland, to table the request until the next Committee of the Whole meeting. Upon roll call the following voted in favor: Kelley, Teague, Heiland, Thodos, Moreno, Doose, and Meredith. Motion carried.
