  MINUTES OF THE MEETING OF THE MAYOR AND THE
COMMITTEE-OF-THE-WHOLE
 

OF THE CITY OF EAST MOLlNE ILLINOIS
JANUARY 18, 2005
  ROLL CALL Mayor Moreno called the meeting to order and directed Deputy City Clerk Kathryn VenHuizen, to call the roll.  The following Aldermen were present:  Helen Heiland, Luis Puentes, Luis Moreno, Carol Doose, Rick Meredith, Gary Kelley, and Crotis Teague.    7:45p.m.  

Alley Vacate:  Van Raes The referenced alley right-of-way lies north of 24th Avenue and West of 3rd Street.  The section of alley proposed to be vacated starts at 24th Avenue and runs to the north and dead ends at the cemetery property line.  The alley has not been resurfaced for several years and serves no practical use for traffic.  (See attached Exhibit A)   In November 2004, The East Moline Board of Zoning Appeals approved for cemetery use, the properties to the east and west of the referenced alley right-of-way.  St. Mary's Cemetery has owned those properties for several years.  The Board's approval included the alley right-of-way if it were vacated and owned by the cemetery.   A motion was made by Alderman Puentes, seconded by Alderman Kelley to approve the Alley Vacate request and direct the City Attorney to draft the appropriate documents.  Upon voice vote all those in attendance voted in favor.   Illinois EZ Addition of Territory: Keehner Rock Island County is requesting a change of the Illinois Quad City Enterprise Zone Boundaries by the addition of territory.  DRBE Properties, L.L.C., proposes to construct a vehicle maintenance and storage facility (the Project) that will be shared by Avis Rent-A-Car (Avis) and Budget Car Rental (Budget), which are owned by Cendant Car Rental Group.  The Avis – Budget Project is Phase I of a proposed commercial development on approximately 3.16 acres of a total of 5.97 acres of vacant land in unincorporated Rock Island County, Illinois.  The Project location is south of Airport Road between Moline to the east and Milan to the west.  The site is 1.3 miles west of the entrance to the Quad City International Airport, and is directly accessible from Airport Road on the north and 69th Avenue (Old Airport Road) on the south.  Total project cost is approximately $ 948,000. 
RECOMMENDATION: Approve the addition of territory to Illinois Quad City Enterprise Zone and instruct City Staff to draft a resolution amending the Enterprise Zone Intergovernmental Agreement, to draft a revised Enterprise Zone Intergovernmental Agreement, and to draft an Ordinance amending Ordinance 88-22 establishing the original Illinois Quad City Enterprise Zone.   Discussion was held regarding the use for the Enterprise Zone and the areas that should be included.   Mr. Keehner informed the Committee that the Enterprise Zone was not only for blighted areas.   The Mayor suggested that if the Alderman have issues with future projects in the Enterprise Zone that all the Cities get together to discuss the criteria before a project comes before Council.   After much discussion a motion was made by Alderman Kelley, seconded by Alderman Doose, to approve the addition of territory to the Enterprise Zone.  Upon roll call the following vote in favor:  Doose, Kelley and Teague.  Voted against:  Heiland, Puentes, Moreno and Meredith.  Motion failed.   

ADJOURNMENT
A motion was made by Alderman Kelley, seconded by Alderman Meredith, to adjourn the meeting.  Upon roll call the following voted in favor: Heiland, Puentes, Moreno, Doose, Meredith, Kelley, and Teague.  Motion carried.  7:57p.m.
