  MINUTES OF THE MEETING OF THE MAYOR AND THE

COMMITTEE-OF-THE-WHOLE

OF THE CITY OF EAST MOLINE, ILLINOIS

JANUARY 16, 2007

 

 

ROLL CALL

Mayor Thodos called the meeting to order and directed Deputy City Clerk Richard Van Raes to call the roll.  The following Aldermen were present: Helen Heiland, Luis Puentes, Luis Moreno, Carol Doose, Rick Meredith, Gary Kelley and Gary Westbrook..    7:18 p.m.  

ASSIGNMENT OF VACANT LAND OPTION AGREEMENT (Phares)

BACKGROUND AND DISCUSSION: The City Council, by Resolution passed on October 3, 2005, approved execution of a Vacant Land Option Agreement between the City of East Moline and Riverstone Group, Inc., for the purchase of a 116-acre tract located on Barstow Road, City of East Moline and County of Rock Island.  Triumph Foods, LLC, has entered into a Redevelopment Agreement with the City of East Moline, and has advised the City of a possible election to take assignment of the Vacant Land Option Agreement, in order to proceed with the purchase of the tract from Riverstone Group, Inc., and the development of the tract in accordance with the Redevelopment Agreement.   RECOMMENDATION: It is recommended that the Committee-of-the-Whole direct the City Attorney to prepare an assignment of the Vacant Land Option Agreement to Triumph Foods, LLC, for consideration by the City Council, in the event Triumph Foods, LLC, notifies the City that it elects to take assignment of the Vacant Land Option Agreement.   A motion was made by Alderman Heiland, seconded by Alderman Kelley, to concur with the recommendation and prepare the assignment of the Vacant Land Option Agreement.   Upon roll call, the following voted in favor: Doose, Meredith, Kelley, Westbrook, Heiland, Puentes and Moreno.  Motion Carried.   SALE OF CITY SNOWPLOW The City of East Moline has a 10-foot snowplow that is no longer in use.  The City of Prophetstown, IL, has made a request to purchase the snowplow.   A motion was made by Alderman Moreno, seconded by Alderman Kelley, to place the snowplow up for public bid, with a minimum bid of $150.   Upon roll call, the following voted in favor: Doose, Meredith, Kelley, Westbrook, Heiland, Puentes and Moreno.  Motion Carried.   Committee-Of-The-Whole/1-07 – Page Two     ADJOURNMENT A motion was made by Alderman Kelley, seconded by Alderman Westbrook, to adjourn the Committee-Of-The-Whole meeting.  Upon roll call, the following voted in favor: Doose, Meredith, Kelley, Westbrook, Heiland, Moreno and Puentes.  Motion carried.  7:23 p.m.  (Mayor calls for a short break.)   Minutes taken and submitted by, _______________________________________ Richard Van Raes, Deputy City Clerk
