Focusing on revitalizing the central business district through creation of a vibrant waterfront area, The Quarter will provide a physical link between the existing downtown district and the Mississippi River. Public, private and corporate partnerships are in place to secure the necessary funding to implement the project.

Several priority projects or "Districts" proposed as part of The Quarter. All of these projects are planned with the objective of strengthening the economic vitality of East Moline, as well as the feasibility of each proposed project.
