| East Moline Major Initiatives
The Quarter The Quarter is East Moline's newest and most dynamic development effort ever. Focusing on revitalizing the central business district through creation of a vibrant waterfront area, The Quarter will provide a physical link between the existing downtown district and the Mississippi River. Public, private and corporate partnerships are in place to secure the necessary funding to implement the project.
Several priority projects or "Districts" proposed as part of The Quarter. All of these projects are planned with the objective of strengthening the economic vitality of East Moline, as well as the feasibility of each proposed project. The Quarter's "Districts" will provide a variety of public and private activities and contribute to the revitalization of the East Moline central business district. These Districts include:
Depot & Downtown District The Depot & Downtown District includes the following proposed project elements:
- A multi-modal transit facility for bus, trains and trolley with regional links throughout the Quad Cities Metropolitan Area.
- Museum/retail center.
- A 'global market' of international shops and restaurants
- Improved pedestrian and bicycle connection to and throughout downtown.
- Streetscape and wayfinding enhancements.
Riverfront Parkway The Riverfront parkway project includes the following proposed elements:
- Roadway connection between downtown, the Mississippi River and the Marina Housing and Mixed use District.
- Bicycle/Pedestrian trail and lanes from the Downtown District to the Riverfront, and that ultimately connect to the Great River Trail and the Illinois and Iowa Regional Trail System.
- Streetscape enhancements along the roadway and trail system including landscaping, lighting, benches, bicycle racks, etc.
- A wayfinding systems that includes signage and kiosks at bicycle/pedestrian nodes
Regional Sports Center The Regional Sports Center Complex includes the following proposed project elements:
- Community sports center (indoor track, ice arena, soccer, etc.).
- A community center.
- Outdoor performance center.
- Outdoor play fields.
Mississippi River Interpretive Center The Interpretive Center project includes the following proposed elements:
- A state of the art interpretive center which explores the ecological and historical character of the Mississippi River.
- Outdoor interpretive and wildlife areas, including restored wetlands.
- A potential outdoor performance grounds or I-Max theater.
The Marina Housing & Mixed Use District The Marina Housing & Mixed Use District includes the following proposed elements:
- Development of up to 54 Loft style condominiums, each featuring a spectacular river view.
- Private boat slips available.
- An office complex of up to 60,000 square feet.
- A riverfront theme restaurant.
- A public marina including water taxi and big boat dockage.
- River trail and landscape enhancements.
